Minor · Performance & Scalability · Quick win

Prevent overlapping distribution runs.

If the first run takes more than 10 seconds, the interval starts another run before it finishes. This can repeat key-encryption work and API requests. The SDK request has no configured timeout. (raw.githubusercontent.com)

Keep the interval registered before the first run, but guard against concurrent runs.

Review comment at @app/lib/encryption/encryption.ts at line 538:
Update the key-distribution interval flow around keyDistribution to prevent a
second run from starting while the first is still pending. Keep the interval
registered before the initial run, and clear the running guard when each run
completes so later interval ticks can proceed.
