Add a Simplified Chinese README - #1928

Adds README.zh-Hans.md, a full translation of README.md that keeps the same section structure, links, tables and code blocks, and uses the same terminology as the app's zh-Hans interface (吸附区域, 循环切换堆叠窗口, 模糊预览背景, …) so that settings named in the text can be found in the UI. README.zh-Hans.md, a full Simplified Chinese translation ofREADME.mdwith the same sections, tables, links and code blocks, and a one-line language switch under the title ofREADME.md.Terminology matches the app's own zh-Hans strings (吸附区域, 循环切换堆叠窗口, 模糊预览背景, …), so a setting named in the text is the one people see in Settings. The translation follows the English text; I'll keep it in sync as part of my zh-Hans updates.
