Bumps the CI vcpkg baseline to microsoft/vcpkg@afa249f1 (current master, same as qgis/QGIS#67865), which moves vcpkg-tool-meson from 1.9.0 to 1.12.1.
py-numpy copies the
featuresmodule from numpy's meson fork into vcpkg's meson. The pinned fork commit (5d5a3d47) only works with meson < 1.10:env/coredataarguments fromCompiler.has_multi_argumentsandcached_compilepermittedKwargsso with the new vcpkg it fails with
ImportError: cannot import name 'permittedKwargs'. The port now uses the fork commit numpy 2.5.4 vendors (11ed55a4), which targets the new API.This requires a vcpkg baseline from 2026-10-21 or later (meson >= 1.10) for py-numpy.
