Fixes #14581. OpenApiParser.create_rest_api_operations treated every key of a path item as an HTTP method, so summary, description, servers or parameters on a path item made plugin loading fail with 'operationId missing'. Only HTTP method keys are now treated as operations, and path-level parameters are merged into each operation (an operation-level parameter with the same name and location overrides the shared one). Added tests for both.
