Cherry-pick of #43256 to
lts/1.17.x.Resolved a conflict in
web/app/components/base/form/components/base/base-field.tsx.lts/1.17.xdoes not have some earliermainchanges to that file (inputFieldTypes, thespaninsideSelectLabel). So only this PR's change was applied: thehasCustomLabelflag andw-fullon custom labels.tscis clean.
