Summary

Draft the first stable .NET 11 release using the normal shipped-change triage, curated writing, local validation, and base/component PR process. This refresh replaces the earlier .NET 10-style documentation-only/repository-comparison approach.

• Refresh the authoritative manifest to 781 entries / 990 commit mappings, preserving every source field in features.json.
• Reassess the explicitly challenged editorial cuts. Include concrete changes, selected targeted fixes, and stable-version versus earlier-RC migration guidance; use quality-and-stability text when no notable feature warrants expansion.
• Preserve the fully linked index and 13 component stubs on the base. Component PRs change only their inherited notes file, never the README or shared metadata.
• Keep executable samples and supporting assets outside the checkout and out of Git.

Source range: RC3 tag v11.0.0-rc.3.26522.148 (5254d8bcf59917edc1e1abc33bdf2442b77b1c70) → fixed release/11.0.1xx head adff196f4f8b089a31c89914b80e6ea63d69f18c.

The planned GA date is November 10, 2026. No public final GA tag is available yet. Local tags with GA-looking names point at Preview 2 and were deliberately not used or modified. Refresh the range and verification against the final public tag before publication; this draft does not certify that final artifacts have shipped.

Validation used the user-supplied installed SDK 11.0.100 (11.0.100-rtm.26529.118), runtime 11.0.0, commit 297acf930fb0f5c07fd4e51d78e521b4ad2e5d1f. Its correlation with public VMR head adff196f4f8b089a31c89914b80e6ea63d69f18c is unverified. Separately restored NuGet packages are identified below where used. All executable checks ran in temporary projects outside the checkout; no sample files are committed. Before publication, refresh against the final public GA tag/build and confirm that linked documentation is finalized for GA.

The metadata generator's older nightly packages (11.0.0-rtm.26480.113) were not used.

Validation and editorial review

• Direct HPKE example runs with experimental warnings visible; encryption/decryption and tamper rejection checked.
• JSONL incremental writes and nested asynchronous serialization checked.
• Zstandard replacement snippet and Native AOT default/explicit-opt-in properties checked.
• MVC active-union-case validation and managed SHA-256 Data Protection roundtrip checked.
• Exact NuGet 11.0.0 packages: tensor overlap rejection/separate-storage replacement/shape alignment, EF context filters, SQLite JSON-member uniqueness, and raw-SQL JSON materialization checked.
• MSBuild lexical-root wildcard exclusions checked. Platform-specific, browser, UI, and other unexecuted cases are identified in the corresponding component PRs, not presented as locally verified.
• Two independent final editorial reviews used the normal reader-value rubric without the earlier .NET 10 constraint. Added a direct HPKE example, wildcard/tool fixes and raw-SQL coverage; compressed telemetry prose and removed a trivial CLI demonstration. Scores remain separate from migration significance.
• UTF-8 roundtrip confirms complete original-field fidelity, including nonbreaking spaces; one review's encoding concern was not a file corruption.
• Markdown lint and links pass. Checkov: 460 passed, with the existing CKV2_GHA_1 finding in unchanged .github/workflows/copilot-setup-steps.yml:15–16. Prettier reports formatting warnings; no unrelated formatting changes.

Owner handoff

Owners review, promote, and merge their component PR into this base branch. Keep the base draft until release. MAUI and Containers still require owner content. ASP.NET Core must confirm SignalR endpoint-token attribution/compatibility guidance; the original PR's milestone disagrees with source inclusion. Do not treat unresolved items as no changes.

The action allowlist still blocks Check Markdown links at startup. The user explicitly approved pushing normally despite another batch of startup-failure notifications. No checks were rerun and no workflow or policy was changed.
