Moves the image from appwrite/base:1.1.1 to 2.2.9. The old base has 527 critical or high findings against 9 on the new one, and this image is the largest remaining source of fixable Trivy alerts on appwrite/helm-chart.

Part of appwrite-labs/cloud#7351.

The new base stays on PHP 8.5 (8.5.4 to 8.5.12) and drops only the opentelemetry extension, which this repo doesn't reference.

Tested locally: the image builds, the compose E2E suite ran, and /v1/health responds as a non-root user on GEO_PORT.

After merging: tag a release and bump the geo image in appwrite/helm-chart.

Base 1.1.1 carries 527 critical or high findings against 9 on 2.2.9, and this image accounts for most of the fixable Trivy alerts on the Helm chart.

The one-line base image bump keeps the extensions the app needs (maxminddb for MaxMind\Db\Reader, swoole) and the app references no opentelemetry code, so nothing in the repo breaks.

Bumps the runtime stage of the Dockerfile from appwrite/base:1.1.1 to appwrite/base:2.2.9. The application code and build stages are unchanged.
