What changed

• keep the Today Overview surface fixed instead of allowing the page wrapper to scroll
• preserve scrolling inside the Recent list and other card-owned content
• remove the desktop bottom-row minimum height that forced the dashboard to overflow
• tighten service-card, metric-card, chart, and heatmap spacing for a denser fixed layout
• constrain the heatmap card so it cannot expand the dashboard document height
