Fixes JETPACK-3253

Proposed changes

  • With the my-jetpack-overview-v1 flag on, the Overview's welcome heading types itself out over about a second, with a caret on the newest letter and each letter fading from grey to full colour.
  • The sections then fade in and rise 8px in turn, 70ms apart, each over 300ms (about 450ms for three).
  • Pure CSS: each letter is a span laid out from the start, so the heading doesn't shift. The only JS is the gate: until it has played once in a page load, and not with prefers-reduced-motion: reduce.
  • Screen readers get the whole heading from a visually hidden copy. The typed letters are aria-hidden, and there is no live region.
  • Flag off: unchanged.

Overlaps with #54100 (loading skeletons), which also touches the sections in content.tsx / overview-sections, so whichever lands second needs a small merge. Sections only animate once loaded, so skeletons stay still.

No.

Testing instructions

  • Enable the flag, e.g. add_filter( 'jetpack_feature_flag_enabled_my-jetpack-overview-v1', '__return_true' );, and open My Jetpack › Overview.
  • On load, the heading types out and the sections rise in one after another.
  • Switch to another tab and back to Overview: no animation.
  • Turn on reduced motion in your OS and reload: the heading and sections show straight away.
  • With a screen reader, the heading is read whole.
  • Remove the filter: the Overview looks as it does on trunk.

The welcome heading types itself out and the sections rise in turn, once per

The tab panel remounts the Overview right after its first mount, so
marking it played on mount meant the visible mount never animated.
